The Scottish referendum on independence has galvanised democratic debate about the nature of power in the UK. As calls grow for a new settlement between Whitehall and regions across the UK, we must ensure that devolution doesn’t become a technocratic exercise in the redistribution of state power, but instead provides a platform for building a fundamentally new relationship with communities and citizens across the UK.

This event will examine how cooperative localism provides an opportunity to put people power at the heart of devolution. Cooperative councils across the UK are beginning to transform their thinking and practice around their role and relationship with communities, and how co-operative values and principles can underpin a new settlement between citizens and the state. We will explore how far this agenda has gone, what the challenges have been, and how it can provide a future direction for the debate on devolution.
