Growing criticism of an over-centralised state and demands for “people power” are fuelling demands for devolution. But what kind of devolution? Without radical reform, power can shift from the central state to a local state without changing the relationships with citizens.  The Cooperative Councils Innovation Network believes we need a transformation in our relationships with citizens.

Cooperative Councils are working towards a new kind of localism based on cooperative values of self-help, equity, solidarity and democracy. So what does this look like in practice? The Network is launching a new policy commission to explore how  cooperative localism can help create communities which are resilient and enterprising – where local networks and collaborative public services work together to support people, where the young and long terms unemployed are helped to access jobs and skills, and where entrepreneurship is developed and supported to secure economic growth and social outcomes.
