Funded by Preston City Council, the Stir to Action programme focussed on co-operative awareness and pre-technical capacity building within Preston’s BAME communities and was run in parallel with the start-up phase of the Open Society Foundations project in Preston which includes technical start-up funding for 10 worker coops.

The report makes the case for investing at the grassroots, and targeting ‘minoritised’ communities, in order to deliver policy ambitions. ‘Pre-technical’ development activities to stimulate cultural awareness and interest in broader audiences are key to this, with a focus on working with existing ‘community anchors’.
